What counts as truly unlimited

"Unlimited" means different things on different pricing pages. We score a vendor's calling as truly unlimited only when the vendor publishes no fair-use ceiling, no dial cap and no per-minute meter on the plan in question. If "unlimited" comes with a published minute or dial limit, or the vendor meters every counted call, it costs points. Unpublished overage is not a pass.

Only five of the 18 vendors in the dataset qualify: CallCloud, Skipcall, BatchDialer, Enzo Dialer and Orum. Orum publishes no price, so it cannot be scored on the whole bill and does not appear in the ranking. Several big names advertise unlimited calling but attach a number: CloudTalk caps it at 10,000 minutes per user per month under fair use (its Parallel Dialer FAQ says 5,000 for a parallel-dialing agent), PowerDialer.ai at 3,000 minutes per user per month, and Salesfinity at 10,000 dials per user per calendar month. Klenty's Sales Dialer Scale plan says unlimited with a fair-use policy; its Pro plan carries 2,000 minutes, then about 2.1 cents a minute. Mojo Dialer and WAVV apply fair-use policies without publishing a number, and Mojo can cancel an account without a refund if it suspects abuse.

JustCall, Orum, Nooks, Koncert and Kixie publish no price, so the whole bill cannot be scored and they are not ranked.

1. CallCloud, 9.4 out of 10

The Parallel Dialer plan is $125 a seat a month, month to month, with unlimited calls and minutes to the US and Canada, no fair-use ceiling and no overage rate. The bill is $125 at 100, 210 and 2,000 dials a day alike: it never moves. One local number per seat is included, extra numbers are $2 a month, and there is no setup fee. Spam protection is the differentiator among the unlimited vendors: CallCloud states caller-ID rotation, number-health monitoring, automatic resting and replacement of flagged numbers, and branded caller ID, all on the $125 seat, and all four on every plan. It publishes a median pickup-to-connect time of 22 milliseconds. Honest limits: CallCloud does not include voicemail detection (it detects no voicemails), and its billing terms mean cancellation takes effect at the end of the billing period, with payments generally non-refundable.

2. Enzo Dialer, 9.2 out of 10

Enzo's Starter plan is $120 a seat a month with unlimited calling, five lines and 35 managed caller IDs. Like CallCloud, its bill never moves with volume: $120 at every dialing level month to month, or $99 billed annually. Its spam protection is strong too: caller-ID rotation, reputation monitoring and managed caller-ID replacement are all included, though branded caller ID is not stated. Enzo scores below CallCloud on setup fees and the toolkit: month-to-month Starter carries a $250 one-time white-glove buildout fee, waived on annual plans, so the first month costs $370. There is no free trial published, no voicemail drop, no AI call notes, and live coaching starts on the $235 Standard plan.

3. BatchDialer, 8.9 out of 10

The Pro plan is $189 a seat a month month to month ($151 billed annually) with unlimited calling and five lines, plus 40 included numbers. Phone reputation monitoring is on every plan and DNC and litigator scrubbing is included, but automatic phone-number replacement only comes on Pro and Enterprise, smart local presence only on Pro and Enterprise, and branded caller ID is not stated. BatchDialer says its Predictive Dialer connects the rep when someone answers but does not specify the answer-to-rep delay, which is why it scores a quarter on pick-up pause. A 7-day free trial is included, and onboarding and training are free.

4. Skipcall, 8.4 out of 10

Skipcall sells 4-line seats, so it is shown as "up to 4 lines per rep" rather than against five-line bills. The Expert plan is $280 a seat a month month to month, $210 billed annually, with unlimited calling and two included numbers. Starter and Intermediate meter conversations, calls longer than 10 seconds, at 400 and 1,000 respectively. Skipcall states the rep is live the instant a prospect answers, and AI voicemail screening, call recording, transcription and AI summaries are on every plan. Number-health monitoring, flagged-number replacement and branded caller ID are not stated, and no free trial is published. Prices are in euros, per license per month, before VAT.

5. Mojo Dialer, 7.8 out of 10

The Triple Line Dialer is $139 a seat a month plus a required $10 Agent Access license, before a phone number or usage, so 3 lines per rep for $149 month to month. Calling is unlimited with a fair-use policy described as a typical-use standard, with no numerical ceiling published; Mojo can cancel an account without a refund if it suspects abuse, which costs points on truly unlimited. Spam protection is the strongest part of the package: caller-ID rotation and included Reputation Guard monitoring and appeals on every plan, with a verified caller ID available at $10 a month. Mojo does not say whether there is a pause on pick-up, and call recording is a $25-a-month add-on.

6. WAVV, 7.8 out of 10

WAVV's Multi Line (Individual) plan is $149 a seat a month with 3 lines per rep, but it runs inside a CRM such as HighLevel, HubSpot, REDX, PropertyRadar or Wise Agent, so it does not work on its own. Calling is unlimited with computer audio under a fair-use policy, while phone dial-ins are capped at 7,500 minutes a month. Spam protection is a paid add-on at $6.99 per number for monitoring and automatic spam-flag removal. WAVV lets the rep connect immediately when someone answers, with an optional setting that skips voicemail connections, and a 7-day free trial is offered on any plan.

The smaller seats

Skipcall, DialSheet, Mojo Dialer and WAVV sell plans with fewer than 5 lines, so they are listed separately rather than compared against five-line seats as if equal. DialSheet's Parallel dialing add-on is $19 on top of a $29 Pro seat, but calls and numbers are billed through your own Twilio account, and its metered dialing costs it heavily on truly unlimited. CloudTalk is the cheapest bill in the field at many volumes ($72 a seat a month at 210 dials a day), but its 10,000-minute fair-use cap and its bill passing CallCloud's $125 at about 1,285 dials a day keep it at #8 under these weights.

Questions

What makes a dialer "truly unlimited" and not just advertised as unlimited?

The vendor must publish no fair-use ceiling, no dial cap and no meter. Only CallCloud, Skipcall, BatchDialer, Enzo Dialer and Orum meet that bar of the 18 vendors here. If the fine print says 10,000 minutes, 3,000 minutes or 10,000 dials, it is a cap, not unlimited calling.

Does CallCloud's bill ever go up with volume?

No. The Parallel Dialer is $125 a seat a month month to month at 100, 210 and 2,000 dials a day, with no setup fee. Extra numbers cost $2 a month each beyond the one included local number per seat.

What are CallCloud's limits?

CallCloud does not include voicemail detection on the $125 seat, so reps handle voicemails themselves rather than having them screened. Cancellation takes effect at the end of the billing period and payments are generally non-refundable.

Why do Enzo Dialer and BatchDialer rank so close to CallCloud?

Both offer unlimited calling with no ceiling and publish their prices. Enzo charges a $250 setup fee month to month, and BatchDialer does not state an answer-to-rep delay and puts number replacement, local presence and AI tools on higher plans only.

What if price matters more than unlimited calling?

Move the whole-bill slider up. CloudTalk's bill is $72 at 210 dials a day, cheaper than CallCloud's $125, but it stops being cheaper at about 1,285 dials a day and its fair-use cap of 10,000 minutes per user per month is not unlimited calling.
